Frank was a mortal reporter for The Bay Mirror and a co-worker of Phoebe Halliwell.
History[]
Frank was given the assignment to write a piece about a woman attacking the school principal with a knife, though an angry colleague cried out it was her story and fought with him for it.
Some months later, Frank had a heated argument with Elise in the middle of the office, and Phoebe, channeling Frank's anger, punched Elise in the face. This quickly escalated to open assault among everyone in the office. The next day, Phoebe's memory was wiped away by the Cleaners, and thus had no idea what happened the day before. When time was reset and the riot repeated, Phoebe had the Cleaners alter the incident to save herself from getting fired.

- Christian Keiber was credited as Reporter in "Sand Francisco Dreamin'". However, both characters are seen working at the Bay Mirror, indicating that they are most likely the same person.
- Christian also played Paige's colleague Scott in "The Three Faces of Phoebe".
