Billy was a boy who was kidnapped and temporarily blinded by a pair of underground demons known as Grimlocks.
History[]
Billy was kidnapped and taken to their hideout in the sewers where one of the demons stole his eyesight. The next day, another boy named David Hatcher was kidnapped as well. They remained there until Prue and Phoebe found them and vanquished the demons, effectively restoring their eyesight. Brent Miller later persuaded them to keep their knowledge a secret.
